## Findings

No blocking findings. Setup-review-v6 is closed: fixtures construct a
self-contained three-event synthetic prefix and never inherit the live ledger;
Python JSON/PNG and Node metrics publication use bounded same-directory
staging, fsync, atomic hard-link installation, immutable no-overwrite finals,
exact-ready recovery, partial/mismatched-stage quarantine, unsafe-stage
fail-closed checks, and one-winner race behavior.

The review rechecked protocol-to-code traceability, independent frame routes,
counterfactual labeling, deterministic RNG, admission/retry rules, exact
historical evidence consumption, raw-to-result-to-metrics reconstruction,
schemas/provenance/hashes, immutable run namespaces, output contracts, budget,
and toy/production separation. No new defect or ambiguity was found.

## Nonblocking observations

The coordinator reported 32/32 bounded tests passed twice on unchanged bytes:
8.40 seconds before submission and 8.37 seconds in the live submitted
`setup_review` state, with 33 manifest entries, zero run namespaces/sockets,
and `production_absent=true`. These claims were not independently executed
under the review's no-tools constraint.

## Route and scope

- **Route:** `setup_review → execute`.
- **Validity versus outcome:** Approval establishes prospective implementation
validity only. It does not establish frame agreement, survival values,
reproducibility, novelty, a hypothesis, contribution, or verdict.
- **Residual risks:** Pinned-Linux hard-link/fsync semantics; future wheel and
PDG-source availability; self-asserted actor IDs; unsafe/foreign stages and
retained quarantines require bounded manual inspection.
- **Smallest next action:** Coordinator records this approval; the run operator
then executes only the registered `run-001` command.

## Independence and effort

Fresh read-only session distinct from producers and prior reviewers as
coordinator-confirmed. No tools, filesystem/network access, calculations,
edits, or workflow transition were used. Approximate effort: 70 minutes.
